The BitMeter 2 installer requires an old version of the .NET Framework to be present on your computer, however newer versions of Windows will not allow these old versions of the framework to be installed in the normal way.

To resolve the problem, open the Turn Windows Features on or off utility and enable the item that says .NET Framework 3.5 (includes .NET 2.0 and 3.0). Once this item has been enabled, Windows Update will automatically download and install the required files. A reboot of your PC may be required.
